PAT testing is not simply putting a PASS sticker on an appliance. Proper in-service inspection considers the equipment, plug, cable, construction, environment, previous history and — where appropriate — electrical test results to determine whether equipment is safe for continued use.
Terminology
The IET’s current publication is the Code of Practice for In-Service Inspection and Testing of Electrical Equipment, 5th Edition. The approach is wider than the traditional idea of testing only appliances fitted with a 13 A plug.
PAT testing is the common customer term for examining electrical equipment to determine whether it is safe for continued use. Depending on the risk and equipment, the safety system may combine user checks, formal visual inspection, electrical testing where appropriate, and recording/review.

A stationary monitor in a dry office experiences a different risk from a hand-held power tool used on a construction site.
A number on a tester only becomes useful when a competent person understands what it means for that equipment and decides the correct action.
Myth vs fact
HSE states that the Electricity at Work Regulations 1989 require electrical equipment with the potential to cause injury to be maintained in a safe condition, but the regulations do not prescribe one universal PAT method or annual testing interval.
No. Frequency should reflect equipment type, environment, use and risk. HSE specifically describes annual PAT testing of all appliances in low-risk environments as a myth.
There is no general legal requirement to label every item or to keep a universal PAT record. Labels and records can still be very useful management tools.
The law sets duties to prevent danger and maintain safety. The IET Code of Practice provides professional guidance for managing in-service inspection and testing. A good system uses the legal duty, actual risk and professional guidance together rather than inventing an automatic annual rule.
How often?
The 5th Edition IET Code of Practice moved away from the old idea of a single industry interval table. The dutyholder should establish suitable checks using the actual equipment, users, environment, damage risk and history.
Usually stationary, dry environment, low mechanical stress and predictable users. Its inspection regime may be less frequent than highly mobile equipment.
Frequently moved, exposed to heavy use, dust, impact, cable damage and possibly outdoor conditions. It is likely to require much closer safety management.
Stable equipment in a benign setting can justify a different regime from hand-held equipment.
Regular handling, flex movement and water/moisture exposure can justify more attention than a stationary monitor.
Frequent movement, impact, dust and heavy use materially increase the likelihood of damage.
Normally stationary in a controlled environment. Its risk profile differs again from a tool or shared kitchen appliance.

Who needs PAT / ISIT?
PAT/ISIT can support electrical safety management across workplaces and rented property, but the exact legal duty and frequency are not identical for every customer type.
Employers have duties to maintain electrical equipment to prevent danger. In-service inspection/testing can form part of that system, but the law does not simply require annual electrical testing of every item.
Landlord-supplied electrical equipment must be safe and wider housing/licensing duties may apply. There is no universal rule saying every private landlord in England must PAT-test every supplied appliance annually.
Licence conditions, local authority requirements, property type and the equipment supplied can affect what inspection/testing is expected. Not all HMOs have identical PAT arrangements.
Under the electrical safety regulations extended to the social rented sector, social landlords providing electrical equipment under a tenancy must ensure it is checked by a qualified person at least every five years. The qualified person may use visual inspection, electrical testing or both as necessary to decide whether it is safe for continued use. The landlord must obtain an In-Service Inspection and Testing of Electrical Equipment (ISIT) record. This specific five-year equipment rule should not be incorrectly extended to every private landlord or every business.
What equipment can be included?
Modern in-service inspection/testing considers electrical equipment more broadly. The exact scope should be defined for the workplace or property rather than assumed from whether an item happens to have a 13 A plug.
Kettles, toasters, microwaves, fridges, freezers, TVs, lamps, heaters and landlord-supplied appliances.
Computers, monitors, printers, chargers, IEC leads, extension leads and other office equipment.
Power tools, vacuum cleaners, cleaning machines and frequently moved work equipment.
Relevant catering, hospitality and commercial equipment within the agreed inspection scope.
The IET Code of Practice includes consideration of fixed and permanently connected electrical equipment. Depending on scope and circumstances, examples can include certain hand dryers, fixed heaters, water heaters, air-conditioning equipment, kitchen appliances and machinery connected through an FCU or isolator. This is still an equipment safety assessment — it should not be confused with testing the fixed electrical installation itself.
PAT stickers
HSE confirms there is no general legal requirement to label every item that has been inspected/tested, and there is no universal legal rule requiring a fixed annual retest date on every PAT label.
No sticker does not automatically mean no inspection or test. The underlying equipment record and maintenance system matter.
A label cannot override the actual condition of the equipment. Safety depends on inspection, appropriate testing, interpretation and continued condition after the check.
They can support asset identification, maintenance systems, PASS/FAIL status, inspection dates and staff awareness. At AVAG, labels may be provided where useful or requested, but the priority is the inspection, appropriate testing, result and proper record.
Sockets, FCUs & fixed equipment
The important distinction is between the fixed electrical installation and the electrical equipment connected to it.
These are normally assessed as part of installation inspection/testing such as an EICR.
These are the items being used and may require an equipment-safety assessment.
Where labelling is used for fixed equipment, it should clearly identify the equipment to which the inspection/test record relates. The label should support the record, not replace it.
Equipment Classes
The equipment’s construction affects which protective measures it relies on and therefore which checks/tests are relevant.
Class I equipment relies on protective earthing as part of protection against electric shock. Where appropriate, assessment can include the plug/flex, protective conductor continuity, insulation/leakage and functional condition.
A metal appliance can still operate normally even if its protective earth is defective.
Class II equipment uses double or reinforced insulation and does not rely on protective earth in the same way as Class I. The inspection/test regime is therefore different.
That is why blindly selecting one identical PAT-tester programme for every item is not good practice.
Class III equipment operates using an extra-low-voltage arrangement where applicable. The complete safety arrangement, including the relevant supply/adapter where appropriate, still needs consideration.
Professional process
Not every item needs every electrical test. The inspector first identifies what the equipment is, then selects an assessment appropriate to its construction and risk.
This guide explains what professionals look for and why. It does not instruct unqualified visitors how to open equipment, make live measurements or apply electrical test voltages.
Visual inspection
A PAT tester cannot replace a proper visual inspection. Some dangerous faults are obvious physically and may not be revealed by a single electrical measurement.
Damage, broken pins, overheating, inappropriate fuse, loose cord grip, exposed inner insulation, cuts, crushing and taped repairs.
Cracked cases, accessible live parts, loose cable entries, scorch marks, contamination and unauthorised modifications.
Moisture, dust, heat, unsuitable use and other conditions that can change the risk or damage rate.
A good electrical reading does not override a broken case, exposed cable cores or a heat-damaged plug.
The inspector should not automatically assume that any fuse inside a BS 1363 plug is appropriate. The fuse needs to suit the equipment/lead design. This guide deliberately does not provide a DIY fuse-selection calculator.
User checks
Obvious damage should not be ignored between formal inspections. Users are often the first people to notice that equipment has changed condition.
Exposed cable cores, a broken plug, cracked enclosure, burning smell, scorch marks or a severely crushed flex are reasons to stop using the item and report it.
User checks are visual. They are not an invitation to dismantle equipment, defeat guards or carry out live electrical testing.
When users promptly report damage, the dutyholder has better information for risk assessment, maintenance and future inspection intervals.
Quick myth check
Good electrical safety management avoids rules of thumb that are not supported by the actual legal duty or the equipment’s construction.
Inspection/testing intervals should be risk based. HSE does not prescribe universal annual PAT testing.
There is no general legal PAT-label requirement. Labels can still be useful management tools.
Safety depends on actual condition, appropriate inspection/testing and what happens to the equipment after that date.
Modern in-service inspection/testing can include relevant fixed or permanently connected equipment within the defined scope.

Electrical tests
The competent person chooses methods appropriate to the equipment. Modern electronic equipment may require different assessment methods from a simple Class I appliance.
For appropriate Class I equipment, testing can establish whether the protective earth path is effective and identify broken conductors, poor connections or damaged flexes.
Why it matters: the equipment can still “work” with a defective earth.Insulation can deteriorate through age, heat, water, contamination, crushing, poor repair or internal failure. Suitable assessment can reveal hidden deterioration even when equipment appears to operate.
Why it matters: normal operation does not prove sound insulation.Certain modern electronic equipment may be more appropriately assessed using suitable leakage/current methods rather than applying one identical approach to everything.
Why it matters: the method must suit the equipment.Detachable leads and extension leads can require assessment of conductor continuity, polarity where applicable, earth continuity, insulation, plug/socket connections and mechanical condition.
Why it matters: a lead can look fine while containing an internal fault.Electrical measurements alone do not describe the complete condition. The item still needs to function and remain mechanically safe as a complete piece of equipment.
Why it matters: good numbers cannot repair a broken enclosure.The inspector must understand acceptable behaviour for that equipment, know when a method is inappropriate and decide what a result actually indicates.
Why it matters: pressing TEST is not the same as understanding the result.Real-world fault example
Sometimes the fixed electrical installation is serviceable and the cause is a connected appliance. Tripping tells you that a protective device has responded — it does not automatically identify where the fault is.
Example: a faulty kettle. The kettle is used, a protective device operates, and the customer assumes the consumer unit is faulty. Proper diagnosis considers the connected appliance as well as the fixed installation before parts are replaced.
Generally responds to overcurrent / short-circuit conditions. An internal appliance fault can operate an MCB or the overcurrent part of an RCBO.
Responds to residual / earth-leakage current. An appliance with earth leakage can cause an RCD or RCBO residual-current function to operate.
Combines overcurrent and residual-current protection. Different appliance faults can therefore cause operation for different reasons.
May indicate an equipment fault and should not automatically be assumed to be a consumer-unit problem.
Could indicate an appliance fault that needs equipment investigation rather than immediate rewiring.
Damage, loose connections, inappropriate use or overload can be relevant. A new PASS sticker would not fix the cause.
It is primarily an equipment-safety process. However, an electrically competent inspector may recognise when an appliance fault is likely, equipment should be removed from service, or the evidence points to a fixed-installation problem requiring separate electrical fault finding.
What professional inspection should look like
This is not a claim that every low-cost provider works badly. It is a simple comparison of what a meaningful equipment-safety process should prioritise.

The goal is not to maximise the number of stickers. The goal is to decide whether electrical equipment is safe for continued use and record the right next action.
Why competence matters
HSE does not say every PAT activity must be performed by an electrician. Simple user checks or low-risk formal visual inspections may be undertaken by a suitably trained competent person. Combined inspection and electrical testing requires greater competence.
PRESSING TEST ≠ UNDERSTANDING THE RESULT
Because AVAG is an electrical contractor, if an unusual result suggests a problem outside the appliance itself, we can also assess whether further electrical fault finding may be required. This does not imply that every competent PAT provider must be an electrician.
New equipment
HSE states that new equipment should be supplied in a safe condition and generally does not require a formal PAT inspection/test simply because it is new.
Check for obvious transit damage, a damaged plug or cable, or other visible defects before equipment enters normal use. Again, the approach is based on actual risk rather than automatically testing everything on arrival.
What do you receive from AVAG?

Depending on the fault, equipment may need to be removed from service, repaired, replaced and retested where appropriate. A plug or flex may sometimes be repairable; other equipment may require specialist repair or replacement.
For ordinary workplaces, HSE does not impose a universal statutory rule requiring every PAT activity to have a label or record. Records are nevertheless valuable for asset management, maintenance history, recurring faults, future intervals and demonstrating a maintenance system.
PAT vs EICR
There can be an interface between equipment and the circuit supplying it, but PAT/ISIT and an EICR are not the same inspection.
Primarily assesses the fixed installation: consumer unit, fixed circuits, wiring, sockets, lighting, earthing and protective devices.

A simple socket tester is not the same as an appliance tester and does not prove that an appliance is safe. Conversely, a PAT tester does not automatically prove that the fixed electrical installation is safe. Different tools answer different questions.
