EICR Explained: When You Need One, How Often It Should Be Done and What a Proper Electrical Inspection Actually Involves

An Electrical Installation Condition Report is a detailed inspection and test of an existing electrical installation, designed to determine whether it is safe for continued use. This guide explains the customer-facing basics and the technical work behind a meaningful EICR.

The basics

What is an EICR?

EICR means Electrical Installation Condition Report. It is a condition assessment of the fixed electrical installation — not simply a visual look at the fuse box.

What it is

A structured inspection and testing process that considers the condition, safety and suitability for continued use of wiring, circuits, protective devices, earthing, bonding and accessible fixed electrical equipment within the agreed extent.

What it is not

It is more than looking at the consumer unit, using a plug-in socket tester, pressing an RCD test button or filling in a certificate. Measurements need to be meaningful and interpreted in the context of the installation.

“Working” does not necessarily mean “safe.”Electrical installations can continue supplying power even when an important safety path or conductor is damaged.

Who needs an EICR?

Not every customer has the same legal duty, but an EICR can be useful wherever the condition or history of a fixed electrical installation needs to be understood.

Homeowners

Useful for periodic safety assessment, older installations, unknown history, recurring electrical issues, major refurbishment or where documentation is missing.

Landlords

Rented homes in England are subject to specific electrical safety duties, including periodic inspection and testing at least every five years or sooner when required by the report.

Letting agents & property managers

Helps manage compliance dates, tenant changeovers, remedial work and an auditable record of the electrical installation’s condition.

Commercial premises

Duty holders need to manage electrical risk. Periodic inspection intervals depend on the use, environment, maintenance regime and actual condition of the installation.

Property buyers

A pre-purchase EICR can be useful where there are old consumer units, extensions, DIY alterations, missing certificates or an unknown electrical history.

HMOs

HMOs can have additional licensing and management considerations. Electrical inspection frequency and any local licence conditions should be checked for the specific property.

How often should an EICR be carried out?

The most important distinction is between professional guidance and legal duties. They can overlap, but they are not the same thing.

Recommended initial frequencies

GN3 provides technical guidance for initial inspection frequencies for different types of installations. These are recommendations and do not automatically become law simply because they appear in the table. The inspector must determine the next interval from actual condition, use and circumstances.

England

For rented homes covered by the Electrical Safety Standards Regulations in England, landlords must generally arrange qualified inspection and testing at least every five years, or sooner where the report sets an earlier date, and comply with remedial/investigative duties.

Owner-occupied homes

Homeowner guidance

For normal owner-occupied domestic accommodation, the traditional GN3 recommended initial maximum interval is commonly expressed as change of occupancy / up to 10 years. That is a starting point — not a promise that every installation is safe for ten years.

An earlier inspection can make sense where there is unknown electrical history, an older installation, DIY alterations, repeated RCD tripping, hot accessories, burning smells, buzzing or crackling, water or fire damage, a major refurbishment, or missing electrical documentation.

Rental: guidance versus law

GN3 / professional guidance: rented domestic accommodation has traditionally carried a recommended maximum interval of 5 years or change of occupancy. A change of occupant can matter because damage, alterations and patterns of use may have changed since the last inspection.

Legal requirement in England: the regulations generally require covered landlords to have the fixed electrical installation inspected and tested by a qualified person at least every 5 years, or sooner where the previous report requires it.

Do you need a completely new EICR at every tenant change?

No — not automatically under England’s landlord regulations. GOV.UK guidance says that where inspection/testing was carried out less than five years ago and the report does not require further investigative or remedial work, a new inspection is not required just because the property is re-let. The latest report must be supplied to the new tenant. A visual check before re-letting is recommended, and an earlier full inspection may still be sensible where damage or alteration is suspected.

Important: this table is an educational overview of commonly referenced recommended initial frequencies, not a substitute for the current edition of IET Guidance Note 3 or site-specific judgement. The next inspection interval must be selected by a competent inspector based on the installation’s condition, use and environment. Routine checks are not the same as a full periodic inspection/EICR. References to 3-month, 4-month, 6-month or 1-year checks can in some contexts refer to routine inspection/checks rather than requiring a complete EICR at every such interval. The current guidance and the particular installation must be read carefully.

Classification codes

What do C1, C2, C3 and FI mean?

Coding is based on the complete circumstances. Examples below are deliberately described as situations that may attract a code — a competent inspector must assess the actual risk.

Important 2026 FI update

BS 7671:2018+A4:2026 changed the EICR treatment of FI. Under the A4 model form, FI means “Further investigation is advised” and FI by itself does not make the report unsatisfactory. Older A3-era forms and current GOV.UK landlord guidance may still use the earlier wording “Further investigation required without delay”. Amendment 4 was published on 15 April 2026 and may be used during the transition; Amendment 3 remains valid until 15 October 2026. During this transition, read the edition/form actually used and separately comply with any applicable landlord legal duties.

C1

C1 — Danger PresentRisk of injury. Immediate remedial action necessary.

Danger exists now; another fault does not have to occur first. Depending on the circumstances, examples may include accessible exposed live conductors, severely broken accessories exposing live parts, accessible live busbars or metalwork already live because of an existing fault.

  • Immediate danger should be communicated clearly.
  • Where reasonably practicable and authorised, the dangerous condition should be made safe.
C1 → Unsatisfactory
C2

C2 — Potentially DangerousUrgent remedial action necessary.

The danger may not be immediately accessible now, but a foreseeable fault or situation could create danger. Depending on the installation, examples may involve ineffective earthing, missing effective main protective bonding where required, missing CPC to Class I equipment, certain defective RCD arrangements, serious fault-protection/Zs problems, significant insulation deterioration, certain unsafe bathroom arrangements or unsafe previous alterations.

C1Danger exists now.
C2A foreseeable fault/event could create danger.
C2 → Unsatisfactory
C3

C3 — Improvement RecommendedImprovement would enhance safety.

A C3 is not considered immediate or potential danger. Depending on circumstances, it may relate to older arrangements without some modern protective measures, certain older RCD/consumer-unit characteristics or identification improvements that do not justify C1 or C2.

C3 does not make an EICR unsatisfactory.

An EICR containing C3 observations alone can still be satisfactory.

C3 → Advisory; does not fail the report
FI

FI — Further InvestigationUsed where the condition cannot reasonably be verified within the agreed extent/limitations.

FI is appropriate where inspection/testing identifies a possible safety issue but the inspector cannot reasonably determine the actual condition within the EICR’s extent and limitations. It should not be a substitute for understanding normal test results or for routine fault-finding that can be appropriately classified.

  • A4: “Further investigation is advised”; FI alone does not make the EICR unsatisfactory.
  • Older A3 wording and landlord guidance may treat FI differently.
  • In normal domestic EICRs, FI should generally not be overused.
FI → Check the form/edition and any separate legal duty

Myth busting

Old does not automatically mean unsafe.

An EICR is an assessment of safety for continued use. An existing installation is not simply treated as if it were a brand-new 2026 installation.

Question

Does an old fuse box automatically fail?

No. Age and type are relevant, but the actual safety, protection, condition and surrounding installation must be assessed.

Question

Does a plastic consumer unit automatically fail?

No. A plastic enclosure alone is not an automatic reason for an unsatisfactory EICR. The inspector assesses the real risk and installation circumstances.

Question

Must everything match the latest BS 7671?

No. Older installations may have been designed to earlier standards. A departure from the latest edition does not automatically make the installation unsafe; engineering judgement is required.

Competence

Is every electrician competent to carry out an EICR?

Electrical installation work and periodic inspection/testing are closely related, but they are not identical competencies. Condition reporting requires test skill, interpretation and engineering judgement.

A competent EICR inspector should understand

  • safe isolation and inspection techniques
  • test equipment and instrument limitations
  • continuity, ring final and R1+R2 testing
  • insulation resistance and polarity
  • Ze, Zs and prospective fault current

  • interpretation of results and correct C1/C2/C3/FI use

Inspection is more than taking readings

Professional competence is not demonstrated by producing a list of numbers. The inspector needs to decide whether readings make sense together, whether the installation is safe for continued use, what limitations matter and how an observation should be classified.

Taking a measurement is only part of the job.The real skill is interpreting what that measurement means.

NAPIT Electrical Inspector Scheme: the two-year experience point

Under NAPIT’s published Electrical Inspector Scheme competence requirements for relevant periodic inspection/testing categories, applicants are expected to demonstrate an appropriate Level 3 qualification, a minimum of two years’ practical experience in periodic inspection and testing, current technical knowledge/CPD and competence assessment. This is a useful professional benchmark under the relevant NAPIT/EAS scheme requirements — not a universal statutory rule saying every person in England must have exactly two years’ experience before they can legally carry out any EICR.

Choosing an inspector

How can a customer check competence?

You do not need to become an electrician to ask sensible questions about who is inspecting your property.

Useful questions to ask

  • Do you hold an appropriate inspection and testing qualification?
  • How much practical EICR experience do you have?
  • Are you familiar with current BS 7671 and Guidance Note 3?
  • Are you registered or independently assessed where applicable?
  • Do you use suitable maintained test equipment?
  • Can you explain why an observation is C1, C2, C3 or FI?
  • Can you explain abnormal electrical test results?
  • Do you carry appropriate insurance?

What good communication looks like

If AVAG records a C1, C2, C3 or FI, the customer should be able to understand what was found, how it was identified, why it matters, what the classification means and what action is recommended.

The report should help the person responsible for the installation make a sensible safety decision — not simply present unexplained codes or technical readings.

What does a proper EICR actually involve?

A periodic inspection is planned and risk-assessed. The exact sequence and extent depend on the installation, but the process normally combines inspection, safe isolation, appropriate tests and professional interpretation.

Visual inspection

Condition, damage, suitability, accessible wiring, accessories and protective measures.

Safe isolation

Circuits are safely isolated where required for inspection and dead testing.

Dead testing

Relevant continuity, insulation and other measurements are made as appropriate.

Live measurements

Energised measurements are carried out where appropriate and justified.

Interpretation

Results are compared with each other, the circuit design and protective measures.

Coding & report

Observations, extent, limitations and overall condition are recorded clearly.

Recommendations

Necessary remedial work or sensible improvements are explained to the client.

Mains inspection and testing requires competence, suitable equipment and safe working practices. This guide explains what electricians assess and why — it does not provide instructions for unqualified visitors to carry out live or dead electrical tests themselves.

Protective conductors

Continuity of protective conductors

A circuit can continue to operate even when its protective conductor is broken, disconnected, poorly connected or unusually high resistance. Testing helps establish whether the protective path required for fault protection exists and makes electrical sense.

“The socket works” does not prove “the socket is electrically safe.”

Normal operation primarily proves that the live circuit can supply the load; it does not by itself prove protective-conductor integrity.

Socket circuits

Ring final circuit testing

Many UK socket circuits are ring final circuits. Professional testing can include end-to-end continuity measurements of r1 (Line), rn (Neutral) and r2 (CPC). The values should make electrical sense relative to conductor size, circuit length, cable configuration and each other.

Additional ring assessment can help identify a broken Line, Neutral or CPC, unexpected interconnections, cross-connected circuits, abnormal spurs, poor connections or incorrect circuit identification.

A broken ring can still appear to work.

Every socket may remain energised even when one part of the ring is open. A simple plug-in socket tester cannot properly verify the integrity of the ring final circuit.

Circuit resistance

R1 + R2

R1 is the resistance of the circuit Line conductor and R2 is the resistance of the circuit protective conductor. R1+R2 provides useful information about the circuit fault path and protective-conductor continuity.

In context it may help identify loose or high-resistance joints, damaged conductors, abnormal CPC continuity or an incorrect circuit arrangement. It must be interpreted alongside other inspection and test results — it does not prove every aspect of the circuit by itself.

Hidden deterioration

Insulation resistance

Electrical cable insulation can deteriorate because of age, heat, moisture, leaks, nails or screws, rodents, crushing, contamination and poor installation. Equipment may still appear to operate normally while insulation is deteriorating.

Professional insulation-resistance assessment can consider insulation between live conductors and between live conductors and Earth. Connected sensitive electronic equipment, surge protective devices and other equipment must be properly considered before test voltages are applied.

A low result needs diagnosis, not guesswork.

An unusually low value has to be interpreted in context. Randomly replacing cable or accessories without understanding the circuit and connected equipment is not a meaningful inspection strategy.

Correct connections

Polarity

Polarity matters because protective devices and single-pole switches need to be connected in the correct conductor and accessories need correct Line/Neutral arrangements. Equipment can sometimes still appear to operate despite a polarity problem.

Concerns can include reversed Line/Neutral, single-pole switching in the wrong conductor, incorrect socket connections or incorrect protective-device connections.

Supply system

Earthing arrangements

Common UK arrangements include TN-S, TN-C-S and TT. The earthing arrangement affects how fault protection is achieved and how measurements are interpreted. A competent inspector identifies the arrangement and considers the associated earthing and bonding provisions rather than treating test values in isolation.

Fault loop impedance

Ze and Zs

ZeExternal earth fault loop impedance — information about the external supply/earthing path at the origin.
ZsEarth fault loop impedance for a circuit — considered with the protective device and circuit.
InterpretationDevice type/rating, required disconnection time, circuit arrangement and the measured result need to be considered together.

In simple terms, if a Line-to-Earth fault occurs, the fault path normally needs sufficiently low impedance for the protective arrangement to disconnect within the required time. An abnormally high result can mean protection may not operate as intended. Ze should not simply be copied from an old certificate where a current assessment is required.

Fault level

Prospective fault current

The inspector may assess the prospective fault current available at the origin. Protective devices need suitable breaking capacity for the fault current they may be required to interrupt. This is one of several supply and protective-device characteristics considered during inspection and testing.

Residual current devices

RCD testing

Having an RCD fitted does not automatically prove that it is suitable or operating correctly. The inspector considers the RCD type, rating, application, test results and whether it is being used for fault protection, additional protection or another purpose.

The integral test button is useful for routine user testing where manufacturer guidance calls for it, but it is not the same thing as a professional assessment during an EICR.

Operation

Functional testing

Relevant switches, isolators, RCD test functions, control equipment and protective devices may need functional assessment where applicable. The purpose is to confirm that equipment intended to operate, isolate or control the installation functions appropriately within the agreed inspection scope.

Power interruption

Does the electricity need to be turned off during an EICR?

Parts of comprehensive testing normally require safe isolation, so temporary interruption should be expected. Tell the inspector in advance about critical Wi-Fi/network equipment, lights, heating controls, computers, appliances, medical or alarm equipment and anything that cannot simply be switched off without planning.

Duration

How long should an EICR take?

There is no credible universal time. Duration depends on property size, number of circuits and consumer units, access, installation age and condition, defects, alterations, previous records and the agreed extent of inspection/testing.

Very quick is not the same as comprehensive.

A visit consisting only of opening the consumer unit, pressing an RCD button and checking a few sockets should not be confused with comprehensive periodic inspection and testing.

EICR

EICR vs fault finding

An EICR is a periodic condition assessment. It is not unlimited diagnostic fault-finding. An abnormal test result can sometimes require additional diagnostic work outside the agreed EICR scope.

That does not mean the inspector should immediately give up and use FI. Reasonable inspection/testing and competent interpretation are still expected before deciding the condition cannot be verified within the agreed extent/limitations.

Scope

Reasonable limitations

Examples can include inaccessible wiring, flooring, built-in furniture, equipment that cannot be isolated, inaccessible rooms or buried cables.

Limitations should be reasonable, clear and recorded. They should not be used as an excuse to avoid meaningful inspection and testing.

After the report

Does unsatisfactory mean “full rewire”?

No. An unsatisfactory report tells you that safety issues need attention; it does not automatically prescribe the most expensive solution.

Specific defects can often be repaired

Examples may include repairing damaged conductors, restoring CPC continuity, repairing a broken ring final circuit or correcting polarity.

Protective measures can be corrected

Earthing/bonding defects, damaged accessories or defective protective devices can sometimes be addressed as targeted remedial work.

A rewire needs justification

A complete rewire recommendation should be supported by the actual condition of the installation, extent of deterioration and technical evidence — not simply by age.

England landlord duties

What happens after a landlord EICR?

For properties covered by the regulations in England, the inspection report creates practical record-keeping and remedial obligations.

Remedial / investigative work

Where the report identifies work that the regulations require to be completed, landlords generally need to arrange it within 28 days or within any shorter period specified as necessary in the report. Appropriate written confirmation/certification should then be obtained and supplied as required.

C1 is immediate danger.

The existence of a general 28-day statutory remedial window should never be read as permission to leave an immediate danger energised or unmanaged for 28 days.

Report copies and next inspection

  • Existing tenant: report copy normally within 28 days of inspection/testing.
  • New tenant: current report before occupation.
  • Prospective tenant: copy within the applicable request period.
  • Local council: report within 7 days if requested.
  • Keep the report and provide it to the person carrying out the next inspection.
  • Arrange the next inspection by the date required — at least every five years, or sooner where the report says so.

Electrical Installation Certificate

Typically relates to new installation work, a new circuit or other relevant installation work. It certifies the work covered by that certificate.

EICR

Electrical Installation Condition Report

Assesses the condition of an existing installation. Replacing a consumer unit and receiving an EIC does not automatically mean every part of the pre-existing installation has undergone a full periodic EICR.

Buying

Should I get an EICR before buying a house?

It is not automatically a legal requirement for every buyer, but it can be valuable where the property is older, has an old consumer unit, evidence of DIY alterations, extensions/refurbishments, missing certificates or an unknown electrical history. It can identify issues before they become your responsibility.

Selling

Do I need an EICR to sell my home?

An owner-occupier in England is not generally required to obtain a new EICR simply because an ordinary home is being sold. A recent report can nevertheless give useful information to buyers and can reveal issues you may prefer to address before the sale.

When to call an electrician urgently

Burning smells, arcing, smoke, very hot sockets/switches, exposed live parts, repeated tripping, electric shock, buzzing/crackling, water entering a consumer unit or severe electrical damage can require urgent fault finding or isolation rather than waiting for a routine EICR appointment. If there is immediate danger, keep people away and contact an appropriate emergency service/electrician.

C2 means potentially dangerous. A foreseeable fault or situation could create danger and urgent remedial action is necessary. A C2 observation makes the report unsatisfactory.

Does a C3 fail an EICR?

No. C3 means improvement recommended. C3 on its own does not make the EICR unsatisfactory.
