The document
An EIC is used to record certain new electrical installation work or significant alterations after the work has been designed, installed, inspected and tested.
The certificate identifies the installation, client and extent of the work so future electricians and property owners can understand what was actually carried out.
It contains inspection and test information relevant to the completed installation work rather than simply stating that something was fitted.
EIC declarations relate to design, construction, inspection and testing. The exact signing arrangement depends on how responsibility for the work was organised.
Electrical installations are generally designed, installed, inspected and tested with reference to BS 7671, the IET Wiring Regulations. Legal duties can arise separately through legislation such as the Building Regulations, Electricity at Work Regulations and other requirements depending on the premises and work.
An EIC can include supply characteristics, earthing arrangements, protective devices, circuit schedules, conductor sizes, inspection outcomes, measured electrical test results and RCD/RCBO information. The point is not to create paperwork after the event; the certificate is the record of a verification process.
Typical scope
The certificate depends on the work actually carried out. A full EIC is commonly associated with new installations, new circuits and substantial work.
For example a new cooker, shower, EV charger, outbuilding, socket, lighting, air-conditioning or immersion-heater circuit.
Replacement of a consumer unit/distribution board involves assessment and testing of the installation being transferred to the new protective equipment.
Full rewires and substantial partial rewiring involving new circuits normally require full inspection, testing and appropriate certification.
New electrical installations and significant extensions generally require the fuller design, construction and verification record provided by an EIC.

Professional electrical installation involves checking what the new work depends on, carrying out the installation, verifying the result and then issuing the correct documentation.
Relevant existing installation and suitability for the proposed work.
Carry out the agreed electrical installation correctly.
Inspect the completed work and accessible relevant equipment.
Carry out the electrical tests appropriate to the work.
Interpret the results and establish suitability to energise / put into service.
Complete and issue the appropriate BS 7671 certification.
Inspection & testing
The exact tests depend on the work and installation. The examples below show why an EIC should represent genuine electrical verification rather than a form completed from assumptions.
Checks that the protective conductors provide a continuous fault path where required. Equipment may still operate even when the protective conductor is defective.
Why it matters: fault protectionR1 is the line-conductor resistance and R2 is the circuit protective-conductor resistance. Together they provide useful information about continuity of the circuit fault path.
Why it matters: continuity & fault pathRing final circuits may need end-to-end continuity assessment of line, neutral and CPC conductors. A broken ring can still leave every socket apparently working.
Why it matters: hidden open conductorsAssesses insulation between conductors. Poor values can be associated with damaged cables, moisture, deterioration or connected equipment affecting the measurement.
Why it matters: hidden insulation defectsConfirms that line, neutral and switching arrangements are correctly connected so protective and switching devices operate in the intended conductor.
Why it matters: correct disconnectionExternal earth fault loop impedance at the origin provides information about the external supply/earthing fault path and must be interpreted in context.

Verification
Testing can reveal defects that were invisible while the installation appeared to be working normally.
BS 7671 Regulation 132.16
No new electrical work should be treated as if it exists in isolation from the installation it is being connected to.
Before an addition or alteration is made, Regulation 132.16 requires the relevant existing equipment to be assessed so its rating and condition are adequate for the altered circumstances. Where the protective measure for the new work depends on earthing and protective bonding, those arrangements also need to be adequate.
In homeowner language: before adding something new, we cannot simply connect a cable, switch the power back on and issue a certificate. The relevant existing installation must first be assessed to make sure it can safely support the proposed addition or alteration.
An existing installation is not automatically unacceptable because it was installed to an earlier edition of BS 7671. The relevant question is whether the existing equipment and protective arrangements upon which the new work relies are adequate for the proposed addition or alteration and the altered circumstances.
Practical example
A cooker, shower, EV charger, air-conditioning, outbuilding or new socket circuit cannot be reduced to “fit breaker, run cable, connect equipment”.
Major example
Replacing a consumer unit is not simply disconnecting an old box and reconnecting every existing circuit into a new one.
Relevant aspects of the existing installation need assessment and testing. This may uncover issues such as:
Finding an old installation, an older consumer unit or departures from the latest edition of BS 7671 does not automatically mean the whole property needs rewiring.
The electrician needs to assess actual condition, test results and whether any existing issue affects the safety of the proposed new work.
Not every unrelated defect automatically prevents every piece of new work. But if the new work relies on defective earthing, bonding, protection or another condition that makes the proposed addition unsafe, the electrician cannot simply ignore it and certify the new work as though the relevant existing installation were adequate. The safe options depend on the defect and agreed scope: remedial work may be required, the design may need to change, or the affected work may need to remain disconnected / not be commissioned until the safety issue is resolved.
Do not confuse the documents
Primarily records certain newly completed installation work or significant alteration and the inspection/testing of that work.
Assesses the condition and safety of an existing electrical installation at the time of periodic inspection.
Smaller alterations
The Minor Electrical Installation Works Certificate (MEIWC) is intended for certain additions or alterations that do not extend to providing a completely new circuit.
Commonly used for new circuits, new installations, consumer unit replacement and substantial electrical installation work where the fuller design/construction/verification record is appropriate.
May be appropriate for smaller additions or alterations to an existing circuit — for example certain socket or lighting alterations — depending on the exact scope.
The correct documentation depends on what was actually done to the electrical installation. A simple accessory replacement is not the same as installing a new circuit or substantially altering an installation.

These documents are related on some domestic jobs in England, but they are not the same document and they prove different things.

This can become visible much later — for example during a property sale, when a solicitor asks for evidence, during mortgage enquiries, or when a future electrician checks the installation history. The point is not to criticise another contractor; it is to help customers understand exactly which documents they should expect.
England · Building Regulations
Part P / Building Regulations compliance and BS 7671 electrical certification are connected, but they are separate processes.
Approved Document P identifies installation of a new circuit, replacement of a consumer unit, and additions or alterations to existing circuits in defined special locations as notifiable electrical installation work.
A contractor registered for the relevant Competent Person Scheme scope can normally notify qualifying work through the scheme rather than the homeowner separately arranging Building Control approval.
For electrical installation work, the installer should provide the appropriate BS 7671 certificate (EIC or MEIWC depending on the work). Where the work is also notifiable under Building Regulations and is self-certified through an appropriate scheme, the customer should additionally receive the separate Building Regulations Compliance Certificate.
NAPIT’s current consumer guidance makes this distinction explicitly: a BS 7671 EIC/MEIWC is provided for electrical installation work, and where work in England or Wales must also be notified under Building Regulations, a separate BRCC should follow.
Balanced assessment
Age is information, but age by itself is not an electrical test result.
An installation can have been designed to an earlier edition of the Wiring Regulations and still remain serviceable, subject to its condition and protective arrangements.
An older fuse board can justify assessment or improvement, but it does not by itself prove that every cable in the property needs replacing.
Deterioration, damaged accessories, inadequate protection, earthing/bonding issues and repeated poor alterations are more meaningful than the date printed on equipment alone.
When something is wrong
A failed or abnormal result is a reason to identify the problem — not automatically to declare that the whole property needs rewiring.
Depending on the issue, the next step may be fault finding, further investigation, repair, circuit alteration, replacement of a defective accessory/protective device, or disconnection where an item is genuinely unsafe. The correct response should be proportionate to the actual defect.
Responsibility
Electrical certification requires competence in installation, inspection, testing and interpretation — not merely access to certificate software.
Knowledge of BS 7671, installation methods, protective measures, inspection, test equipment and the ability to interpret electrical results.
Registration is relevant where a contractor uses a Competent Person Scheme to self-certify qualifying Building Regulations work. It is not the same concept as simply being electrically competent.

An electrician should not simply sign another person’s work as though they personally carried responsibility for it. The correct certification route depends on who designed, installed, inspected and tested the work, how responsibility was managed, and any separate Building Regulations route. Third-party Building Regulations certification is itself a specific scheme activity and should not be confused with casually signing an EIC after the event.
Missing paperwork
The first step is usually to contact the original contractor and request a copy from their records.
A different electrician should not simply create a brand-new EIC retrospectively as though they carried out and took responsibility for the original installation work. Depending on the reason the document is needed, inspection of the existing installation may be appropriate — but an EICR is not automatically a replacement for a lost original EIC.

A missing EIC does not automatically make a property impossible to sell, but solicitors, buyers or lenders may ask for evidence relating to electrical work and Building Regulations notification. If documentation is missing, the appropriate next step depends on the work and circumstances.
